About this opportunity

The Defense Counterintelligence and Security Agency (DCSA) is conducting a Request for Information (RFI) to identify potential contractors for Entity Vetting Support Services (EVSS) across its Industrial Security and Counterintelligence Directorates. The RFI seeks organizations capable of performing four critical tasks: AA&E Program Support, Entity Vetting & Risk Management, Counterintelligence Analysis, and Stakeholder Collaboration. Potential contractors must demonstrate expertise in processing Arms, Ammunition, and Explosives program requests, conducting risk assessments for Foreign Ownership, Control, or Influence (FOCI), performing all-source counterintelligence analysis, and collaborating with government and industry partners. Interested organizations are required to submit a five-page capability statement detailing their qualifications and experience. The market research response is voluntary, with submissions due by June 16, 2025, and must be emailed to designated DCSA contacts.

The solicitation does not currently have a specific set-aside designation, indicating potential full and open competition. The Performance Work Statement suggests a contract duration from August 1, 2026 to April 30, 2031, consisting of a base 9-month period and four 12-month option periods. The contract will require approximately 274 full-time equivalent personnel across various labor categories, including Program Managers, Data Scientists, and Counterintelligence Analysts. All proposed personnel must possess Top Secret security clearance with Sensitive Compartmented Information (SCI) eligibility and be U.S. citizens. The contract will be structured as a firm fixed-price agreement, with the North American Industry Classification System (NAICS) code 541990 for "All Other Professional, Scientific, and Technical Services" applying to this procurement opportunity.
