About this opportunity

The Defense Counterintelligence and Security Agency (DCSA), a Department of Defense agency headquartered in Quantico, Virginia, is seeking Enterprise Cybersecurity Support Services from Certified 8(a) vendors to support its Office of the Chief Information Officer mission. The services encompass comprehensive cybersecurity support across multiple functional areas, including Cyber Data Management, Cybersecurity Engineering, Cyber Compliance Support, Cyber Defense Operations, Cloud Security Engineering, and Project Management. Key requirements include developing cybersecurity plans, assisting with Authorization & Assessment processes, implementing cybersecurity frameworks, conducting product analysis, managing media destruction, and supporting enterprise security operations. Vendors must demonstrate experience with specific software products including Axonius, CyberArk PAM, and Splunk Cloud, and possess an active Top Secret Facility Clearance. The place of performance is in the National Capital Region. The original Sources Sought Notice was posted on April 22, 2025, with a response deadline of May 20, 2025, at 5:00 PM EST for submission of a 15-page capabilities statement to Contract Specialist Sherrita Muse and Contracting Officer Kelsie Kautz.

This opportunity is designated as a Competitive 8(a) set-aside, restricted to Certified 8(a) vendors only. Agile Decision Sciences, LLC is identified as the current incumbent contractor holding contracts HS002122C0004 and HS002123C0012, indicating this is a recompetition of an existing requirement. The government has declined to release the contract value, requiring potential offerors to review the future Request for Proposal for pricing information. The services will support up to 15,000 personnel and encompass information systems at all classification levels. However, as of February 23, 2026, the government issued an update indicating that a solicitation will not be released in Fiscal Year 2026, with the anticipated timeline for a future solicitation projected for Fiscal Year 2027-2028, with specific dates not yet established. The government is not currently seeking capability statements and will not respond to individual vendor inquiries regarding timelines or acquisition strategy.
