THIS IS A NOTICE OF INTENT TO AWARD A SINGLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.
The Bureau of Reclamation, Acquisition Operations Branch, Denver, Colorado, intends to negotiate a single source contract with Control Systems International, Inc. (CSI).
The Bureau of Reclamation, Lower Colorado Region, Yuma Area Office, Yuma Arizona, intends to award, a sole source basis a Firm Fixed Price Purchase Order with period of performance of 10/01/2021 through 09/30/2022, to Control Systems International, Inc. (CSI), 8040 Nieman Road, Lenexa, KS 66214-1523 This procurement is being conducted pursuant to Federal Acquisition Regulations (FAR) Part 12 and 13. Reclamation believes that only one responsible source can fully provide the service that will satisfy the agency's requirement. This requirement is for On-Site Support Service on its User Configurable Open System (UCOS) software used at the Yuma Desalting Plant (YDP) Distributed Control System (DCS) in support of the YDP and the YAO¿s Water Quality Improvement Center (WQIC). Unless otherwise expressly provided herein, the Contractor shall furnish all the contract management, planning, supervision, administration, personnel, engineering, labor, materials, supplies, transportation, facilities and incidentals necessary for customized software programming and commissioning services to be performed on-site at the YDP and the WQIC on the UCOS system used on the DCS.
The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), only one responsible source and no other supplies or services will satisfy agency requirements. Responsible sources may submit technical capability statement along with business profile to Contract Specialist, Melissa A Corum at mcorum@usbr.gov by 1400 ES, June 12, 2021, which shall be considered by the Agency. Any information received will be treated as market research information for future of same or similar requirements. The Contracting Office reserves the right to pursue the single source negotiation or compete the requirement based on information received. Quotations or proposals received in response to this notice will not be accepted since THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTES.
