About this opportunity
The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Cost-Plus Fixed Fee (CPFF) delivery order under Basic Ordering Agreement N00019-22-G-0005 to L3Harris Technologies Inc. for the development, testing, and integration of the AN/ALQ-214A(V)4 System with the Dual Band Decoy and F/A-18E/F platform. The procurement will be conducted using 10 U.S.C.3204(a)(1) and FAR 6.302-1 authorities, which allow for a single-source procurement due to L3Harris being the sole designer, developer, and producer of the ALQ-214 System. The government will consider all information received prior to the June 18, 2025 closing date, with the primary evaluation focus on determining whether to conduct a competitive procurement. Interested parties must submit written responses via email to Kathleen Erickson or Jessica Guy-Dietrich. No phone inquiries will be accepted, and the government retains sole discretion in determining procurement competitiveness.
The pre-solicitation notice indicates no specific set-aside designation for this contract opportunity. L3Harris Technologies Inc. of Clifton, NJ, is the anticipated sole contractor, with an expected award date in October 2025. The contract falls under NAICS Category 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, and PSC Category 5865 for Electronic Countermeasures. Companies interested in subcontracting opportunities are directed to contact Jessica Fedo, Lead Contracts at L3Harris, via email or phone. While specific award values are not disclosed, the Cost-Plus Fixed Fee structure suggests flexibility in contract pricing based on the development and integration work required for the AN/ALQ-214A(V)4 System.
