About this opportunity

The U.S. Department of Interior Fish and Wildlife Service is seeking Design-Build services for the replacement of approximately 990 linear feet of boardwalks across five segments on the Centennial Trail at Bon Secour National Wildlife Refuge in Gulf Shores, Alabama. Qualified firms must demonstrate extensive experience completing 3-5 coastal or wetland boardwalk projects within the last seven years with emphasis on low-maintenance and resilience features, and must employ Alabama Registered Land Surveyors and Registered Geotechnical Engineers. The project requires full architectural and engineering design, construction, topographic surveys, geotechnical investigation, and permitting support, with designs complying with IBC, NFPA 101, NEC, ADA/ABA standards, and AASHTO guidelines. Firms must submit a capability statement not exceeding 10 pages by April 2, 2026 at 2:00 PM Eastern Time to joann_mallory@ios.doi.gov, detailing company information, socioeconomic status, Design-Build experience, technical approach, quality control and safety programs, bonding capacity, and preliminary construction schedules. This is a Source Sought Notice issued for market research purposes only, and responses will not form binding contracts.

This procurement carries no set-aside designation and represents a Firm-Fixed-Price Design-Build contract with one anticipated award. The estimated contract value ranges between $1,000,000 and $5,000,000, with a performance period of 365 calendar days from the Notice to Proceed. The boardwalk specifications include a clear width of 6.5 to 7 feet with finished deck height of 24 to 30 inches above grade, ADA/ABA compliance without handrails, and capability to support utility vehicles such as the Kubota RTV X1140. The base bid scope calls for composite piles with composite decking and curbs, with four optional task items including alternative material combinations for piles and decking, as well as demolition of an existing wetland boardwalk segment. A USACE Nationwide Permit (SAM-2025-00562-JEB) has already been obtained to authorize the work, and the Government will provide assistance with Endangered Species and Historic Preservation Act coordination.
