About this opportunity
The Washington Headquarters Services, Acquisition Directorate, is procuring a comprehensive cyber training range (CTR) service for the Defense Acquisition University (DAU) through solicitation HQ003425QE154. The procurement seeks a firm fixed-price contract to provide 300 student licenses and 10 instructor licenses for cyber training, along with 200 hours of programming services per period for integration with DAU's Learning Management System. The technical requirements include dedicated virtual machines for each student, web-based curriculum management interfaces, Kali Linux VMs for attack training, configurable network environments, and Capture the Flag capabilities with 99.9% availability standards. The evaluation will follow a best value approach, considering both technical capabilities and price through a two-phase technical evaluation process that includes a technical solution document review and usability demonstration. The solicitation was released on July 15, 2025, with an amendment issued on July 22, 2025, and quotes are due by August 6, 2025, at 10:00 AM.
This procurement does not utilize any set-aside designations and is unrestricted competition under NAICS code 611420 (Computer Training). No current contractors or incumbents are identified in the solicitation materials. The contract structure includes a base period with four 12-month option periods, totaling a potential five-year performance timeline for delivering cyber training services. The procurement specifically requires 310 total cyber training range subscriptions (300 for students and 10 for instructors) annually, supported by a robust virtual machine infrastructure and global low-bandwidth access capability. The place of performance appears to be virtual/cloud-based given the nature of the cyber training range environment, supporting DAU's distributed training requirements across multiple locations.
