About this opportunity
The Centers for Medicare and Medicaid Services (CMS) intends to award a sole source, firm-fixed-price contract to the National Council for Prescription Drug Programs, Inc. (NCPDP) for DataQ and ResQ Database Subscriptions Renewal. This procurement will be conducted under FAR Part 12 procedures for commercial items, specifically using NAICS code 513210 for Software Publishers. CMS is seeking to acquire these database subscriptions through a sole source justification under FAR 6.302-1, citing NCPDP as the only responsible source capable of providing these specific data subscriptions. Interested parties may submit capability statements or written qualifications to Victoria.Nguyen@cms.hhs.gov within 5 days of the notice's publication. All responding contractors must be registered in the System for Award Management (SAM), and submissions will be evaluated to determine whether the procurement will proceed on a competitive basis.
The contract will cover a total performance period of five years, beginning January 1, 2025, and consisting of a 12-month base period followed by five consecutive 12-month option periods through December 31, 2029. No specific set-aside designations are applied to this procurement, and there are no disclosed award values or budget ranges in the pre-solicitation notice. The sole source justification is currently being processed, indicating CMS's intent to award directly to NCPDP without full and open competition. The government retains full discretion in determining the ultimate acquisition approach, and this notice does not constitute a formal solicitation or commitment. Contractors should note that the government will not reimburse any bid or proposal costs associated with responding to this pre-solicitation notice.
