About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1 (VISN1) has issued a Special Notice regarding the Data Innovations Instrument Manager Software Maintenance Agreement. This notice is not a competitive solicitation or request for proposals, but rather a notification of the VA's intent to award a sole-source contract to Data Innovations LLC for service, maintenance, upgrade, and support of their proprietary Instrument Manager and EP Evaluator software. The software currently operates throughout VISN1 Laboratory/Pathology services as critical middleware that interfaces between laboratory instruments and the VISTA lab package, enabling test results to be stored, reported, and made available to clinicians for review. The contract falls under NAICS code 513210 for Software Publishers with a business size threshold of $47.0 million. Data Innovations LLC, located in Colchester, Vermont, is identified as the only authorized company capable of performing installation, upgrades, and support for this proprietary software system.
The VA is pursuing this sole-source procurement under 10 U.S.C 2304 (C)(1) based on the proprietary nature of the software and Data Innovations' exclusive authorization to provide the required services. The Instrument Manager Software serves as essential middleware supporting over 100 concurrent connections through various standardized and proprietary protocols, while the EP Evaluator software enables multiple laboratory departments to perform statistical analysis for test and instrumentation validation. Interested parties who believe they can provide competitive advantages have until July 14, 2025, at 6:00 AM EDT to submit responses demonstrating their capabilities. All communications must be directed to Fred Revah, Contracting Specialist, at Frederic.revah1@va.gov. The procurement is structured as a one-time, firm fixed price contract specifically designed to maintain the critical laboratory information systems that support clinical operations across the VISN1 healthcare network.
