About this opportunity
The Department of the Navy Naval Supply Systems Command, specifically the NAVSUP Fleet Logistic Center (FLC) in Norfolk, is seeking to procure data-encrypted autonomous in-situ subsurface profiling systems through a Firm Fixed Price (FFP), multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) contract. These profiling floats must be air-rigged or air/surface-deployable instruments capable of operating unattended for at least 120 profiles to a minimum depth of 500 meters while communicating via Iridium Satellite Short Burst Data (SBD) over the DoD Defense Information Systems Network. Key technical requirements include FIPS 140-# Level 1 encryption, CTD sensor capabilities, operation in sea states 0-6, and remote configuration options, with comprehensive documentation, software for data decoding, and quality control planning required from contractors. Prospective contractors must be registered in the SAM database prior to award and must self-certify that neither they nor their principal corporate officials are suspended, debarred, or ineligible to receive federal contracts. The complete RFQ package will be available on or about February 23, 2026, through SAM.gov, with an anticipated award date of August 24, 2026, and performance start date of September 23, 2026.
This procurement carries no set-aside designation and represents a 3-year base ordering period for an unspecified number of profiling units with potential deployment areas including the South China Sea, Mediterranean Sea, Red Sea, Sulu Sea, and Arctic regions. The notice does not disclose a specific budget range or award value, nor does it identify any current contractors or incumbents in this area. The contract is classified as Controlled Unclassified Information (CUI) with strict guidelines on information protection, and contractors must commit to continuous technology refresh to maintain current capabilities throughout the contract period. Interested vendors should monitor SAM.gov for the solicitation release on February 23, 2026, as this pre-solicitation notice posted January 6, 2026, explicitly states that all future solicitation documents and amendments will only be available through that federal procurement portal.
