About this opportunity
The U.S. Coast Guard issued a Notice of Intent to Award a sole-source contract to STICHTING MARITIEM RESEARCH INSTITUUT NEDERLAND (MARIN) for data collection, analysis, and system maintenance of the FLAP HSM system aboard USCGC BERTHOLF and STRATTON, with a response deadline of August 18, 2026.
The Coast Guard determined MARIN is the only responsible source capable of fulfilling the requirement due to exclusive licensing agreements and the urgency of the need. The contract is valued at $65,580 and structured as a firm-fixed-price purchase order under simplified acquisition procedures for commercial services. The work involves maintaining and supporting the National Security Cutter Hull Structural Monitoring Response Data Collection System, which monitors fatigue budgets on the two vessels and provides data for maintenance and operational planning.
The sole-source justification is authorized under FAR 6.103-1 and executed under RFO FAR Part 12 simplified procedures for acquisitions at or below the Simplified Acquisition Threshold. MARIN is located in Wageningen, Netherlands. This notice is not a request for competitive proposals; interested parties may submit comments, but no formal solicitation will be issued.
