About this opportunity

NASA Shared Services Center seeks institutional real estate and capital markets advisory services for data center land and property analysis at Ames Research Center, with quotes due October 23, 2026, at 4:00 p.m. ET. Award will be made on a lowest price technically acceptable basis to a responsible offeror whose conforming offer meets all stated requirements.

Place of performance is Ames Research Center, California. The contractor must maintain established in-house institutional investment sales practices with demonstrated experience in hyperscale, investment-grade data center transactions and complex commercial real estate. Required capabilities include real estate capital markets expertise encompassing institutional investment sales, debt and equity financing, and development capitalization; direct experience advising on hyperscale data center assets and institutional transactions involving hyperscale users, developers, operators, and investors; and expertise evaluating large-scale power-dependent developments. The contractor must perform multidisciplinary due diligence and primary advisory functions in-house rather than relying exclusively on subcontracted services.

The period of performance is 90 days. Deliverables include a comprehensive Site Feasibility and Development Readiness Report addressing site findings, development capacity, suitability assessment, constraints, power availability, infrastructure requirements, due-diligence roadmap, development phasing, comparative site ranking, institutional readiness, risks, recommended NASA actions, and planning-level schedules. The contractor shall conduct planning-level assessments of NASA-identified sites, evaluate infrastructure (electrical power, water, cooling, wastewater, fiber, telecommunications), identify material constraints and deficiencies, develop preliminary development concepts with phasing, rank sites based on feasibility and market readiness, and maintain an indexed data room. The contractor's role is purely advisory; NASA retains all authority for legal, financial, environmental, engineering, safety, security, and transaction determinations.

The NAICS code is 541370, Surveying and Mapping Services. Quotes must remain valid for 30 days and include two points of contact. Offerors must be registered in SAM.gov. Submit quotes to Tiffany Neal at tiffany.neal@nasa.gov. This is a firm fixed-price commercial item contract under FAR 52.212-4.
