About this opportunity
The Department of Health and Human Services Office of the Assistant Secretary for Preparedness and Response has issued a pre-solicitation notice seeking dark fiber telecommunications services to support the agency's Continuity of Operations Program (COOP). The procurement requires 400 gigabytes of dark fiber connectivity providing point-to-point transmission capability between designated sites to enable the Department to perform its National and Primary Mission Essential Functions during emergencies and facility outages. This telecommunications infrastructure is critical for maintaining the Department's life-saving operations during national emergencies while ensuring continuity when primary facilities become unavailable. The opportunity falls under NAICS code 517111 for Wired Telecommunications Carriers and PSC category DG11 for IT and Telecom Network services. Interested parties must respond by June 30, 2025, with the government having posted supporting documentation including a Statement of Work and Sources Sought announcement on June 24, 2025.
This procurement does not include any set-aside designations and is open to all qualified contractors capable of providing the required telecommunications services. The government has not identified any incumbent contractors or provided specific budget ranges in the initial notice, though the technical specifications indicate a substantial telecommunications infrastructure requirement. The 400GB dark fiber capacity represents a significant bandwidth requirement that will likely involve major telecommunications infrastructure investment and ongoing service delivery. The compressed timeline with only six days between posting and response deadline suggests this may be part of an urgent preparedness initiative or time-sensitive COOP enhancement. Additional technical details and requirements are contained within the attached Statement of Work and Sources Sought documentation that potential contractors must review to fully understand the scope and specifications.
Notice text
The government requires four hundred gigabytes (400GB) of dark fiber path between the sites in order to permit the Department to perform its National and Primary Mission Essential Functions. This will enable the Department to continue saving lives during National Emergencies, as well as maintain normal operations when facilities are unavailable.
