About this opportunity

The Defense Logistics Agency Aviation is seeking contractors for the procurement of flutter dampeners, specifically part number 65-4102-2 (NSN 1650-00-610-7200), which are aircraft hydraulic system components applicable to KC-135 aircraft. This competitive procurement involves the manufacture of new material under export control regulations, with the solicitation expected to be issued on September 24, 2025, and responses due by November 10, 2025. The contract structure includes both production items and first article government testing requirements, with award anticipated by December 1, 2025. Boeing Company (CAGE: 81205) is currently the only qualified source, though the government intends to conduct a full and open competition under FAR 6.302 authority. All proposals received within 45 days of this pre-solicitation notice publication will be considered, and contractors must meet qualification requirements per FAR clause 52.209-1 at the time of award.

This procurement is designated as a 100% Small Business Set-Aside under the Total Small Business category, requiring contractors to qualify under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing. The contract calls for a minimum of 16 units and maximum of 50 units, with an estimated quantity of 31 flutter dampeners for delivery beginning November 2, 2026, plus 2 additional units for first article testing by the same date. The firm fixed price contract represents a significant procurement milestone, as the last purchase of these components occurred on March 30, 1987, when only 9 units were acquired. The 38-year gap between procurements and the substantial increase in quantity from 9 to 31 units indicates this represents either a stockpile replenishment or increased operational requirements for the KC-135 fleet. Boeing's current status as the sole qualified manufacturer may create competitive challenges for small businesses seeking to enter this market.
