About this opportunity
The Limited / Sole Source Justification Notice is for the Department of the Air Force (DAF) and Department of Defense (DoD) Libraries to procure additional digital content, including e-books and e-audiobooks, on the established OverDrive Digital Platform. The justification cites OverDrive, Inc. as the sole source capable of meeting the government's requirements, as they have exclusive legal rights to the content collection and own the proprietary platform utilized by the libraries. The libraries have over $20 million invested in this platform and cannot move the 148,000 digital titles to another provider. The proposed effort is for a 24-month subscription, including a 12-month base year and 12-month option year, with an unknown total estimated value. The contract will be awarded to OverDrive, Inc. using OSD funds.
