About this opportunity
The Department of the Air Force Materiel Command Installation and Mission Support Center intends to procure a digital media subscription service alternative to Hoopla Content for Air Force libraries, with a sources-sought response deadline of June 5, 2026 at 4:00 PM CDT. This is a full and open competition with no set-aside anticipated, though the Government reserves the right to pursue a small business set-aside based on responses received.
The requirement covers streaming and downloadable access to movies, music, audiobooks, eBooks, comics, and TV shows across multiple devices. The product must deliver a minimum content catalog of over 331,000 eBooks, 16,500 comics, 75,000 audiobooks, 13,500 movies, 2,200 TV series, and 253,000 full music albums with simultaneous user access and no holds. Pricing must be firm-fixed. The platform must support simultaneous online and app accessibility across iOS, Android, Kindle Fire, Roku, and Amazon Alexa, integrate with the existing EBSCO Stacks platform, and meet specific security standards including TLS 1.3 encryption and RSA 2048-bit certificates.
The anticipated base period runs from July 8, 2026 through July 7, 2027, with two optional one-year renewal periods extending through July 7, 2029. NAICS code 516210 applies with a small business size standard of $47 million. Respondents must submit points of contact, business classification, socioeconomic certifications, CAGE Code or UEI, and a capabilities statement to Contracting Officer Gustavo Guadron (Gustavo.Guadron@us.af.mil) and Contracting Specialist SrA William Sasser (william.sasser.2@us.af.mil). If a small business set-aside is pursued, FAR 52.219-14 Limitation on Subcontracting will apply.
