About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is seeking a modernized messaging software application solution for secure, encrypted communication across its facilities nationwide. The procurement targets a non-physical pager and text messaging platform that meets FedRAMP HIGH security standards and can be deployed across VA Medical Centers, Community Based Outpatient Clinics, and various field offices throughout the United States, Guam, Saipan, American Samoa, Philippines, and Puerto Rico. Contractors must demonstrate either current FedRAMP HIGH Authorization or an active FedRAMP In-Process designation, and provide comprehensive documentation of their FIPS-199 Security Characterization at the HIGH level. The solution must support secure individual and group messaging with robust data protection mechanisms, including complete separation between government and personal device data. The pre-solicitation notice was posted on January 28, 2025, with responses due by February 4, 2025, indicating a relatively short response window for potential vendors.

The contract does not have a specific set-aside designation and is open to competitive bidding within the Computer Systems Design and Related Services NAICS category. The initial procurement seeks 20,000 software licenses with a base performance period of 12 months and two additional 12-month option periods, not to exceed 36 months total. An optional task allows for procurement of up to 100,000 additional licenses, suggesting potential significant scalability. The solution must be a Software-as-a-Service (SaaS) platform compatible with both government-furnished and bring-your-own-device (BYOD) mobile devices, with strict requirements for protecting Protected Health Information (PHI), Personally Identifiable Information (PII), and other sensitive VA data. The contractor will be responsible for full application management, infrastructure safeguarding, and providing a web-based administration portal to support comprehensive messaging capabilities.
