About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19 is soliciting quotes for an annual subscription to Micromedex Expanded Drug with POISINDEX software to support evidence-based clinical decision-making at the Cheyenne VA Medical Center. The procurement encompasses a comprehensive suite of clinical decision support resources including drug information, disease and condition management content, toxicology data, drug interaction checking capabilities, IV compatibility information, and user licenses with training materials. The contract will be awarded on a firm-fixed-price basis with evaluation based on three factors: technical capability and quality to meet requirements, price, and past performance. Offerors must submit three volumes of documentation including technical capability materials demonstrating compliance with the Statement of Work, a completed pricing schedule for the base year and all option years, and up to three recent and relevant past performance references with CPARS evaluations or detailed contract information. Quotes must be submitted via email to Danielle Kramer at danielle.kramer@va.gov no later than 4:00 PM Mountain Time on April 7, 2026, with a 4MB email size limit.

This solicitation is a total set-aside for small businesses under NAICS code 519290 with a 1,000-employee size standard, and Small Business socioeconomic status verification through the SBA Small Business Certification database is mandatory at both quote submission and award. Micromedex is the current incumbent system, as documented in the sole source justification which identified it as the VA's standard pharmaceutical decision support system with unique integration into the VA's Computerized Patient Record System and IBM Watson technology unavailable from competitors. The contract will run for a base year from April 16, 2026 through April 15, 2027, with four optional one-year extension periods extending through April 15, 2031; the total estimated value across all five years is redacted in available documentation. Delivery is required on an F.O.B. Destination basis to the Cheyenne VA Medical Center at 2360 E. Pershing Boulevard, Cheyenne, Wyoming 82001.
