About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 10, through its Network Contracting Office (NCO) 10 located in Cincinnati, Ohio, has published a Special Notice announcing its intent to sole source a purchase order to Materialise USA LLC for MIMICS software license renewals. The procurement is for the Richard L. Roudebush Veterans Affairs Medical Center in Indianapolis, Indiana, and will be conducted as a firm-fixed-price acquisition under Federal Acquisition Regulation Parts 12 and 13. The notice is classified under NAICS code 513210 (Software Publishers) with a size standard of $47 million and Product Service Code DA10 (IT and Telecom Business Application/Application Development Software as a Service). The anticipated award date is November 12, 2025, and this notice is being posted for informational purposes only, not as a request for competitive quotes.
The VA seeks to renew a 12-month subscription license for four MIMICS software components: MIMICS Base, MIMICS C&V Segmentation, MIMICS Design, and Review Module, all with local hospital limited licenses. These software tools are critical to the facility's Prosthetic & Sensory Aid Services and Innovation Lab for generating medical and anatomical models through additive manufacturing and 3D image-based engineering. The sole source justification is based on the software's unique and highly specialized nature, with market research confirming Materialise USA LLC as the only viable provider; switching vendors would require an estimated $2 million FDA revalidation and create a 6-month operational disruption. Interested parties who believe they can provide equivalent capabilities may submit a letter of interest demonstrating their qualifications by November 10, 2025, at 4:00 PM EST to Contracting Specialist Barbara Robertson. The government reserves the right to verify submissions and determine whether to proceed with a competitive procurement if viable alternatives are identified. No small business set-asides apply to this acquisition.
