About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is preparing to solicit an Integrated eNotifications Service Pilot via Direct Secure Messaging, with formal solicitation expected by July 30, 2026; the underlying Request for Information closed on May 11, 2026.

The VA seeks a Software as a Service solution providing near-real-time Admission, Discharge, and Transfer alerts for Veterans receiving care outside VA facilities, leveraging multiple notification networks to achieve national coverage where no single vendor provides sufficient geographic reach. The solution must ingest ADT notifications from multiple provider networks through Direct Secure Messaging and deliver them to VA endpoints with filtering and deduplication capabilities.

Work will support six VA Medical Centers—Charles George (Asheville, NC), Columbus, West Texas (Big Spring, TX), Texas Valley Coastal Bend (Harlingen, TX), Jesse Brown (Chicago, IL), and Northern Arizona (Prescott, AZ)—serving approximately 82,000 at-risk Veterans. All work is performed at Contractor facilities with no travel anticipated.

The formal solicitation will be conducted as Full and Open through the General Services Administration Multiple Award Schedule under categories 54151S and 511210. NAICS code is 541519 (Other Computer Related Services); PSC is DA10.

Security authorization is a hard requirement: Contractor must hold FedRAMP HIGH or VA Authority to Operate at contract award, or provide evidence of equivalent compliance. If not FedRAMP authorized, the Contractor must obtain FedRAMP authorization within 94 calendar days. Contractor personnel require Tier 1/Low Risk background investigations and VA security training.

Performance period is 12 months from award with one optional task. The performance work statement specifies 99.9% uptime for SFTP services, weekly system metrics reporting for the first 90 days, and ongoing monthly Plan of Action and Milestones and license inventory reporting.

Request for Information

Integrated eNotifications Service Pilot via Direct Secure Messaging

(VA-26-00049664)

Introduction

The Veterans Health Administration (VHA) has identified a gap in timely visibility into care events occurring outside of VA facilities, particularly for Veterans receiving treatment in community hospitals, emergency departments, and post-acute care settings. Without timely notification of these events, VA care teams may be delayed in coordinating follow-up care, which is especially critical for Veterans identified as high-risk. Improving awareness of these events is essential to enabling proactive outreach and prevention.

To address this gap, VA is exploring the use of electronic notification (eNotification) services that provide near real-time alerts for Admission, Discharge, and Transfer (ADT) events occurring in community settings. Market research conducted by VA indicates that no single vendor provides sufficient national coverage across all relevant care settings. As a result, a solution that leverages multiple notification networks is necessary to achieve targeted/adequate coverage and ensure comprehensive visibility into Veteran care events.
