About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is seeking to procure annual maintenance services for Aperta Paperless Check Processing Software used at the VA Debt Management Center in Fort Snelling, Minnesota. This sole-source procurement under FAR 6.302-1 is being conducted as a non-competitive requirement because Aperta is determined to be the only responsible source capable of providing the necessary maintenance services due to their exclusive access to the proprietary source code. The software maintenance includes technical support, updates, fixes, patches, releases, and upgrades for software that utilizes Courtesy Amount Read (CAR), Legal Amount Read (LAR), and Intelligent Character Recognition (ICR) for automatic data capture from Smart Source Series and My Vision X scanners. The VA conducted extensive market research in July 2025 confirming that no alternative vendors can provide the required maintenance services. Responses to this Request for Quote (RFQ 36C10B26Q0007) are due by September 18, 2025, at 10:00 AM Eastern Time.

This procurement does not utilize any set-aside designations and is being awarded directly to Aperta, located at 626 N. Harrison Avenue, St. Louis, MO 63122, as the sole source contractor. The total contract value is $34 million structured as a firm-fixed-price arrangement with a 12-month base period running from October 1, 2025, through September 30, 2026, followed by four additional 12-month option periods. The contractor will be required to provide maintenance services that include telephone and email support within one business day of request. Performance will occur at the VA Debt Management Center in Fort Snelling, Minnesota, with contract administration handled by the VA Technology Acquisition Center in Eatontown, New Jersey. The procurement falls under NAICS code 541519 (Other Computer Related Services) and PSC code DA10 (IT and Telecom - Business Application/Application Development Software as a Service).
