About this opportunity
The Department of Veterans Affairs Technology Acquisition Center intends to issue a sole-source firm-fixed-price contract for CliniComp Clinical Information System (CIS) sustainment and support, with responses due by August 20, 2026 at 10:00 AM Eastern Time. This is a sole-source procurement under 41 U.S.C. § 1901 and VA Deviation Part 6.103-1(d).
The contract covers software updates, testing, technical support, and maintenance of CliniComp-owned hardware (UPS units and switches) as well as support for VA-owned hardware with expiring warranties. The CIS is deployed across 44 VA Medical Centers spanning nine Veteran Integrated Service Networks and provides automated collection, charting, and real-time reporting of physiologic monitors, ventilators, and medical devices, with interfaces to VistA, CPRS, VistA Imaging, and the VA's Tele-Critical Care national infrastructure. The Period of Performance consists of a 12-month base period, two 12-month option periods, and 13 optional tasks, not to exceed 36 months total.
Market research conducted from November 2025 through July 2026 confirmed that no alternative vendors can provide equivalent solutions without substantial cost duplication estimated between $1 million to $3 million per facility (over $80 million across all facilities). CliniComp retains exclusive rights to proprietary software and source code and does not authorize third-party maintenance or resellers. System replacement would require 18 to 24 months of implementation per facility and disrupt clinical operations affecting approximately 2,063 critical care beds. The VA plans to transition to Oracle Cerner over five years with final implementation scheduled for 2031.
Place of performance: 44 VA Medical Centers across nine Veteran Integrated Service Networks. Contracting office: Eatontown, New Jersey 07724. Point of Contact: Dana Seeler, Contract Specialist, dana.seeler@va.gov.
