About this opportunity

The Department of Veterans Affairs Veterans Health Administration has issued a pre-solicitation notice announcing its intent to award a sole source contract to Geisel Software Inc for software developer and engineer services. The contract, managed by the Regional Procurement Office East in Pittsburgh, PA, is specifically for the development, evaluation, and maintenance of a novel mobile treatment application supporting veterans receiving medication treatment for opioid use disorder at the West Haven VAMC. The procurement includes a one-year base period with four option years and covers specialized roles including Chief Technology Officer, Senior Software Developer, Software Developer, and Digital Interface Designer. The contract structure allocates specific hourly requirements ranging from 38 to 183 hours for base period positions, with similar allocations for the option years. This is classified under NAICS code 541512 for Computer Systems Design Services with a $34 million size standard.

The primary objective of this contract is to develop a compliant mobile clinical application that meets strict regulatory requirements including VACHS IRB regulations, Section 508 and ADA compliance standards, VA style guides, and grant-specified proprietary design characteristics. Geisel Software Inc was selected as the sole source provider due to their existing expertise and fluency with these complex regulatory requirements, which is essential to minimize project delays and ensure proper protection of research participant data. While this is a sole source procurement, interested parties may submit capability statements to contracting officer Shannon Hukriede by August 18, 2025, at 11:00 AM EDT. However, the VA retains full discretion on whether to compete the requirement rather than proceed with the sole source award. The contract requires specialized tools and expertise to ensure data confidentiality and compliance with VA security policies as part of this research-focused mobile application development initiative.
