About this opportunity
The Department of Veterans Affairs Technology Acquisition Center is procuring a Weight-Based Inventory Management System (WBIMS) from PAR Excellence Inc. for the John D. Dingell Veterans Affairs Medical Center and its satellite locations in Detroit, Michigan. The comprehensive procurement includes PAR Excellence software licenses, 120 small and medium platform scales, interface development services, storage products, implementation services, and training services to replace the current non-weight-based inventory tracking system. The system must provide real-time inventory tracking, automatically generate pick tickets based on PAR levels, interface with the VA's Generic Inventory Package (GIP), and include features such as color-coded stickers, web-based reporting, and unlimited user access. While the government intends to award a sole source contract to PAR Excellence Inc. under FAR 13.501 authority, all responsible sources may submit capability statements, proposals, or quotations for consideration. The submission deadline is September 10, 2025 at 3:00 PM EST, with quotes required to be submitted via email on an "all or none" basis to Contract Specialist Allison Fulton.
This solicitation is designated as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with a $34 million size standard, and PAR Excellence Inc. is identified as the intended sole source contractor holding SDVOSB status. The contract structure is firm-fixed-price with a 12-month base period, requiring installation to begin no later than 30 days after contract award and completion within 180 days across multiple VA facilities. The procurement includes 120 platform scales of varying sizes, unlimited software licensing, maintenance and technical support services, and two in-person training sessions for VA staff. Performance will occur at the John D. Dingell Veterans Affairs Medical Center and its associated satellite locations throughout the Detroit, Michigan area within VISN 10. The VA determined through market research that PAR Excellence is uniquely qualified as the only vendor with the required interoperability with VA's GIP system, existing Authority To Operate (ATO) on the VA network, and fully automated capabilities that minimize manual input and reduce human error.
