About this opportunity
The Department of Veterans Affairs Technology Acquisition Center seeks implementation of the brand-name Lynx Keyboard Panic Solution system at the Western North Carolina VA Healthcare System, with offers due June 17, 2026. The procurement is a single-source SDVOSB set-aside under FAR 12.102(a), justified on the basis that Lynx is the only source capable of meeting requirements without extensive reconfiguration of existing systems.
Place of performance is the United States, with system installation and configuration at four North Carolina facilities: Charles George Veterans Affairs Medical Center in Asheville, Franklin Community-Based Outpatient Clinic, Hickory CBOC, and Master Sergeant Jerry K. Crump VA Clinic. The contractor must install Lynx software on every VHA workstation across these sites, supporting up to 4,000 keyboard panic buttons (3,843 units requested), and deploy a Lynx Dispatcher radio interface appliance for real-time emergency communication via VA Police dispatch systems. Amendment 0001 (issued June 12) removed the prior requirement that the Lynx Dispatcher installation be performed by a local Asheville-based vendor, opening the work nationwide.
The contract runs from June 30, 2026, through June 29, 2027, as a 12-month base period on a firm-fixed-price basis. The system must integrate with the existing CCURE-9000 Access Control System, Ocularis Security Surveillance Television system, and Motorola/Cynergy radio infrastructure. Deliverables must comply with Section 508 ICT accessibility standards, VA Critical Security Controls, IPv6 support, Trusted Internet Connection 3.0 requirements, Energy Star certification where applicable, and include AI disclosure and VA data protection provisions. The NAICS code is 541519, Other Computer Related Services, with a $34 million size standard. Points of contact are Ana Subashi (Contract Specialist) and Kendra Casebolt (Contracting Officer); offers must be submitted via email to both.
