About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is seeking software enhancements for the Consolidated Mail Outpatient Pharmacy (CMOP) Application, Database, and Automation Control Software through a consolidated procurement effort. This requirement, originally described under two separate RFIs (36C10B25Q0451 and 36C10B25Q0450), has been merged into a single solicitation entitled "CMOP Systems Enhancement, Maintenance, and Integration Support." The procurement will support seven highly automated pharmaceutical-dispensing facilities that process approximately 135 million prescriptions annually, representing 80% of VA outpatient prescriptions. The scope involves approximately 120 software and hardware integration projects per year, focusing on enhancing existing systems using primarily Microsoft languages and environments, improving productivity, ensuring reliability, and integrating new or repurposed hardware. The solicitation is planned for release through ATOMS on September 12, 2025, as a Fiscal Year 2026 action under the Transformation Twenty-One Total Technology Next Generation (T4NG) Indefinite Delivery Indefinite Quantity (IDIQ) contract.

This opportunity is designated as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 541512 with a size standard of $34.0 million. The performance period consists of an 8-month base period with two 12-month option periods, during which contractors will be responsible for the entire enhancement project lifecycle including requirements gathering, development, testing, deployment, and 60-day post-deployment support. The work involves interfaces with various systems, programmable logic controller development, and maintaining software across multiple automated pharmaceutical equipment types such as tablet dispensers, conveyor systems, packaging equipment, and robotic devices. No current incumbents or specific contract values are mentioned in the documentation. The procurement falls under Product Service Code DA01 for IT and telecommunications business application development support services, with the contracting office located in Eatontown, New Jersey.
