About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is issuing a pre-solicitation notice for a sole source procurement to digitize seven VA forms for integration into VA.gov. The proposed contractor, Aquia, Inc., will digitize four required forms (VA 21-2680, VA 21-4192, VA 21-0779, and VA 21P-530a) and three optional forms (VA 21-2008, VA 40-1330, and VA 40-1330M), ensuring compatibility with VA.gov's existing design system, content style guide, and claims systems. This procurement is classified under NAICS code 541519 (Other Computer Related Services) and PSC code DA01 (IT and Telecom - Business Application/Application Development Support Services). The solicitation is being conducted under the authority of 41 U.S.C. 3304(a)(5) and 38 U.S.C. 8127(c) through the Veterans First Contracting Program, which permits direct contracting with qualifying veteran-owned businesses. The response deadline is September 10, 2025, at 1:00 PM Eastern Time, with the solicitation to be archived 30 days thereafter.

This procurement is set aside specifically for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), though Veteran-Owned Small Businesses (VOSB) are also eligible under the Veterans First Contracting Program. Aquia, Inc. has been identified as the proposed contractor for this sole source action, indicating they are the incumbent or have unique capabilities for this work. The contract involves digitizing a total of seven VA forms, with four forms being mandatory deliverables and three additional forms available as optional tasks. Performance will take place within the United States, and the procurement notice fulfills the requirements of FAR 6.302-1(d)(2) and FAR 5.201 for sole source acquisitions. The pre-solicitation process allows interested parties to provide feedback before the formal solicitation is issued, though the sole source nature suggests limited competition opportunities.
