This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The attached solicitation D16PS00242 is hereby issued as a Request for Quotation (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-86.

This solicitation is being issued as Full-and-Open under NAICS 541990 ($15.0).

The U.S. Institute for Environmental Conflict Resolution (USIECR) is in need of Neutral Collaboration and Conflict Resolution Support Services to assist the Dinkey Collaborative Forest Landscape Restoration Project (DLRP). The contractor shall provide third-party neutral services including mediation, facilitation, and documentation of a multi-party collaborative process known as the Dinkey Collaborative Forest Landscape Restoration Project. The period of performance will be the Date of Award through September 30, 2019.

The Provision at FAR 52.212-1 applies to this acquisition. No addenda apply.

The Provision at 52.212-2 Evaluation ¿ Commercial Items is used. The factors to be used to evaluate quotes are Technical Expertise, Past Performance, and Price/Cost. Technical Expertise and Past Performance, when combined, are significantly more important than cost or price.

Quotes are to include a copy of the provision at FAR 52.212-3 Offeror Representations and Certifications ¿ Commercial Items, with its offer.

The Clause at FAR 52.212-4 applies to this acquisition. Addenda apply.

The Clause at FAR 52.212-5 applies to this acquisition. Several additional FAR clauses cited in the clause are applicable to this acquisition.

The Government will award a single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract, allowing for Firm-Fixed-Price task orders with reimbursable travel costs and ODCs, resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government.

Additionally, the quoter is required to provide their Contractor Establishment code (DUNS number).

Quoters must be registered in the System for Award Management (SAM) to be eligible for award. For information on registering with the SAM, visit www.sam.gov.

The quotes in response to this solicitation are due March 25, 2016 at 5:00 PM Eastern. All responses received after the due date and time will not be considered. Quoters are advised that they are responsible for ensuring their quotations have been received prior to the expiration date and time of this solicitation. Any quotations received later than the closing date and time or with missing information requested in this solicitation, will not be considered for award and will be considered as "non-responsive."
