About this opportunity
The Defense Logistics Agency Land and Maritime is seeking to procure a Cylinder Assembly with National Stock Number 3040-016425340. The pre-solicitation notice indicates that the agency is specifically looking for a source to manufacture this specialized part, with current approval limited to Stratus Systems. The contracting opportunity is structured to allow potential alternative manufacturers to submit a Source Approval Request (SAR) package demonstrating their capability to produce the item at an equivalent or superior quality level to the original equipment manufacturer. The contract specialist, Paul Ouedraogo, is managing the procurement and is requesting potential sources to review the NSN and submit qualification information by March 27, 2025. The evaluation will focus on a company's technical capabilities, manufacturing competence, and ability to produce the item economically and to precise specifications.
No specific set-aside designation has been applied to this procurement, and the current approved source is JARP INDUSTRIES, INC. The solicitation notes that Stratus Systems is currently considered the sole viable manufacturer due to the complexity and economic challenges of reverse engineering the item. While no specific award value or quantity is detailed in the pre-solicitation notice, the procurement appears to be for a specialized motor vehicle transmission or power train component, classified under NAICS code 336350. Interested manufacturers must submit a comprehensive SAR package through the DLA Land and Maritime Alternate Offer/Source Approval Request Program, which requires extensive technical documentation proving manufacturing capability. The agency emphasizes that the burden of proof lies with the potential contractor to demonstrate product equivalence or superiority to the existing approved source.

Please review the NSN listed above and provide any sources that may be able to manufacture these items. The approved sources for this NSN are currently listed above. All information may be submitted directly to the Contract Specialist listed above. This information must be provided by the response date indicated above.
Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring.
For further information, please reference the DLA Land Maritime web page shown below and click on the highlight: Alternate Offer/Source Approval Program for detailed explanation for the information and format necessary for a SAR and for the SAR approval process.
