About this opportunity

The Department of Defense Education Activity (DoDEA) is seeking a contractor to provide a comprehensive cybersecurity pathway program for high school students across its educational system. The solicitation, identified as HE125425QE052, requires digital instructional resources, instructor training, student certifications, and technical support for three cybersecurity courses: Computer Service and Support, Networking Fundamentals, and Introduction to Cybersecurity. The contract will support DoDEA's current ten cybersecurity programs and aims to expand to additional high schools and the DoDEA Virtual High School. Evaluation will be based on three primary factors: technical approach (rated as exceeding or acceptable), past performance (rated from good to unknown/neutral), and price. Quotes are due by 5:00 PM EST on May 9, 2025, with the performance period starting September 3, 2025.

The contract is a total small business set-aside with a firm-fixed price, indefinite delivery/indefinite quantity (IDIQ) structure, covering one base year and four option years. The total contract value is estimated at $24,000,000, with student enrollment projected to grow from 90-110 students in the base year to 275-350 students by the option year. Performance will be located in Alexandria, VA, and the program will utilize Schoology as the learning management system, requiring all digital resources to be FedRAMP Level 2 compliant and hosted in U.S.-based data centers. The contractor must provide SCORM-compliant digital courseware, virtual simulations, hands-on activities, and alignment with industry certifications. The program will progressively expand across 5-6 schools in the base year to potentially 16 schools by year 4, with approximately 1 hour of daily instruction per course.
