About this opportunity
This Special Notice from the Department of Homeland Security Office of the Inspector General announces their intent to award a sole source contract to LRP Publications for seven annual subscriptions to CyberFEDS on the Web. CyberFEDS on the Web provides online access to federal contracting opportunities and documents for all federal agencies.
The purpose of this sole source award is to extend the incumbent CyberFEDS on the Web subscription services contract in order to continue providing mission critical research support to Office of Counsel staff. The notice does not provide details on the projected value, award date, or period of performance for the new contract. Eligibility is limited to LRP Publications as the exclusive license holder for CyberFEDS. No response is required from other contractors as this is not a request for quote but rather an advance notice of a forthcoming sole source award.
Notice text
This is a Notice of Intent to issue a Sole Source Award to LRP Publications for CyberFEDS on the Web Annual Subscription Services. This is not a Request for Quote. The Department of Homeland Security-Office of Inspector General (DHS-OIG) intends to award a firm-fixed price contract on a sole source basis to LRP Publications for (7) CyberFEDS Subscription Licenses with an option for additional quantities. A Sole Source procurement is authorized in accordance with Federal Acquisitions Regulation (FAR) Subpart 13.106-1(b)(1)(i) only one source reasonably available under Exclusive Licensing Agreements. DHS-OIG has conducted research and thoroughly analyzed previous purchase history to determine other sources for their research database needs. It is more advantageous to the Government to establish a new contract to extend the CyberFEDS on the Web Subscription through LRP Publications as all Office of Counsel (OC) staff are familiar with and use this service routinely for mission critical functions primarily in the area of Federal Employment Law.
