About this opportunity

The Administrative Office of the United States Courts (AO) is soliciting proposals for a cloud-based virtual cyber range training environment to support cybersecurity training for approximately 1,000 IT professionals within the Federal Court community. The Systems Development and Support Office Training Division (SDSO-TD) requires a dedicated, customizable cyber range platform that enables live, virtual training events with hands-on exercises using enterprise cybersecurity tools. Key requirements include the ability to support 26 concurrent users and 235 student licenses annually, deliver a custom-built remote training course (Applied IT Security) within 90 days of contract award, provide 24/7 U.S.-based customer support, achieve 99% system uptime, and meet FedRAMP moderate or NIST 800-53 security standards. The AO will evaluate proposals using a Lowest Priced Technically Acceptable (LPTA) methodology, assessing technical acceptability against the Required Capabilities Document and Requirements Questionnaire, then awarding the contract to the responsible offeror with the lowest-priced technically acceptable proposal. The current proposal deadline is December 3, 2025, at 11:00 ET, following multiple amendments that extended the original October 24, 2025 deadline to allow vendors additional preparation time.

This is an unrestricted, non-set-aside procurement with no named incumbent contractors identified in the solicitation documents. While specific award values are not disclosed in the available materials, the Pricing Sheet template indicates a five-year contract structure with a base year and four option years for the dedicated cyber range environment. The solution must support concurrent scenarios with multiple customizable environments and be accessible via major web browsers without requiring additional software installation. Performance delivery is expected within 90 days of contract award, with the AO requiring the vendor to train four staff members for course administration and support nine expected class sessions per year. Place of performance is Washington, DC 20544, and the contract will be conducted under Judiciary procurement policies rather than Federal Acquisition Regulation (FAR) procedures.
