About this opportunity
The Naval Sea Systems Command (NAVSEA) is soliciting offers for Dell-branded server and IT equipment to support the CVN 78 MCMS ISEA/SSA transition from Huntington Ingalls Industries-Newport News (HII-NNS) to Naval Surface Warfare Center Philadelphia Division (NSWCPD). The procurement includes two Dell PowerEdge R760 Servers with custom configurations, one 55-inch UHD 4K commercial monitor, and one Smart-UPS with SmartConnect 1500 VA unit. The government requires name-brand Dell hardware specifically to support OEM shipboard representation virtualization, establish a new CVN 78 LBTF (Logical Test and Training Facility), and minimize fleet support downtime during the transition scheduled for the end of CVN 78 FY26 PIA3. The equipment must operate under an Afloat FAO Platform IT with Authorization and Accreditation (A&A) using eMass ID# 2642 and will be air-gapped from the Global Information Grid (GIG) to prevent security risks. The solicitation incorporates standard FAR and DFARS clauses including Buy American provisions, cost accounting standards, and cybersecurity requirements; offers are due February 18, 2026 at 3:00 PM local time, with an amendment issued February 10, 2026 extending the original February 13 deadline.
This procurement is designated as a Women-Owned Small Business (WOSB) set-aside with the NAICS code 334111 (Electronic Computer Manufacturing) and a small business size standard of 500 employees. No incumbent contractor is identified in the solicitation documents, as this represents a transition from HII-NNS to NSWCPD oversight. The estimated contract value is not publicly disclosed in the available documentation, though the delivery date is April 19, 2026 to NSWC Philadelphia Division, Building 542, 1601 Langley Avenue, Philadelphia, Pennsylvania. The procurement specifies firm fixed-price pricing across all three line items and requires delivery within approximately 71 days of award. Inspection and acceptance will occur at both the contractor's facility and the destination, with Jason Simon designated as the technical point of contact and Jillian Randazzo serving as the contracting officer.
Notice text
The procurement of name brand Dell hardware is required to support a successful CVN 78 MCMS ISEA/SSA transition from HII-NNS to NSWCPD which also includes standing up a new CVN78 LBTF in parallel with the OEM’s LBTF during the transition.
MCMS is an Afloat FAO Platform IT under A&A with eMass ID# 2642. This change is expected to be a Use Case 3. This equipment is required to run the OEM's shipboard representation virtualization and are required to support a new functional LBTF, which is needed to minimize fleet support downtime when the role has been transitioned at the end of the CVN 78 FY26 PIA3. Other equipment cannot be used in the LBTF since testing, remote troubleshooting, and software development must occur on the representative/compatible hardware used to represent the physical hardware on the CVN 78 and in the OEM’s LBTF. This equipment will only be connected w/in the lab to create the MCS shipboard representative network. They will be air gapped to the GIG. This name brand equipment provides critical functionality to the MCMS LBTF system by minimizing the possibility of grey market hardware being introduced into the new LBTF and addresses compatibility issues that could affect NSWCPD’s ability to maintain strike force interoperability.
