About this opportunity
The Naval Air Systems Command (NAVAIR) intends to award a sole source contract to General Atomics (GA) in San Diego, CA for Engineering Change Proposals (ECPs) supporting the Ford Class Carrier CVN 78's Advanced Arresting Gear (AAG) system. The procurement will include development and implementation activities such as non-recurring engineering, prototyping, component and system-level integration and testing, and updates to Acceptance Test Procedures and Logistic Product Database. NAVAIR is pursuing this acquisition under Title 10, U.S. Code 3204(a)(1), which allows for sole source procurement when only one responsible source can satisfy agency requirements. The contract will not be competitively bid due to GA's unique position as the sole designer, developer, and manufacturer of the AAG system. Interested subcontractors can contact Zach Baur, the Small Business Liaison for General Atomics, and capability statements will be accepted until January 2, 2025.
The pre-solicitation notice indicates no specific set-aside designation for this contract. The anticipated contract award date is June 2025, with performance continuing through September 2027 and potential option periods. While no specific award value is disclosed, the contract covers critical engineering modifications for naval aircraft landing systems in the CVN 78 class. GA is positioned as the exclusive contractor due to their proprietary access, specialized knowledge, and unique technical capabilities in AAG system development. The government retains full discretion to determine whether to compete the contract and is not obligated to issue a solicitation or make an award, even after receiving capability statements from interested parties. The procurement falls under NAICS category 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing and PSC category 1710 for Aircraft Landing Equipment.

Pre-Award Synopsis. The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a contract to General Atomics (GA), San Diego, CA. This contract is for the procurement of Engineering Change Proposals (ECPs), ECP-I-Advanced Arresting Gear (AAG)-0120; ECP-I-AAG-0122; ECP-I-AAG-0123; ECP-I-AAG-0124, in support of Ford Class Carrier CVN 78 to maintain and sustain system availability objectives. Supplies and services to be procured include both development and implementation activities to include non-recurring engineering (such as prototyping, component-level integration and testing, system-level integration and testing), delivery of updated Acceptance Test Procedures, incorporation into the baseline and Logistic Product Database updates required to support the system.
The anticipated contract award date is June 2025, with performance through September 2027, to include options.
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S. Code 3204(a)(1), as implemented Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”. As the sole designer, developer and manufacturer of AAG, GA is the only responsible source with the access, unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data required to fulfill the AAG production requirements and award to another source would result in duplication of costs and unacceptable delays in fulfilling the agency’s requirements. Further, NAVAIR does not have an adequate technical data package suitable for a competitive procurement of the support required.
Companies interested in subcontracting opportunities should directly contact Zach Baur, Small Business Liaison for General Atomics via e-mail: SB4GA@ga.com or Phone: (858) 455-2603. Capability statements received by the close of the synopsis may be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for the effort described above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
