About this opportunity
The Naval Research Laboratory (NRL) within the Department of the Navy has issued a Request for Information (RFI N00173-25-RFI-MR37) seeking industry sources capable of developing custom software for phenomenological modeling that relates crack growth rates to stress intensity factors. The procurement involves creating advanced computational modeling frameworks for predicting fatigue crack growth through three primary tasks: implementing Bayesian calibration methods for Hartman-Schijve model parameters, developing sampling algorithms with verification and validation components, and applying these algorithms to additive manufacturing materials and polymer-based composites. Key personnel qualifications require a Principal Investigator with a PhD in computational mechanics and expertise in materials modeling and statistical methods, plus a Scientist/Researcher with an MS in computational engineering and background in probabilistic modeling. Interested contractors must submit capability statements by September 3, 2025, following the specified contractor response format. The government emphasizes this is market research only and assumes no financial responsibility for response costs.
This procurement opportunity does not utilize any set-aside designations and is open to all responsible sources. The Statement of Work indicates the project is scheduled for completion by June 25, 2025, with potential option years available for further algorithm refinement and implementation. No current contractors or incumbents are identified in the documentation, and no specific contract values or budget ranges are disclosed at this pre-solicitation stage. Contractors will be required to deliver bi-annual reports covering labor, financial status, technical analysis, and developed software, with the Government retaining unlimited rights to all source codes, software documentation, and technical data produced under the contract. The procurement falls under NAICS code 541511 for Custom Computer Programming Services and PSC code DA10 for IT and Telecom Business Application/Application Development Software as a Service.
