Added: Jan 15, 2009 1:40 pm The Naval Oceanographic Office (NAVOCEANO) intends to procure technical support services to provide life cycle maintenance and operational support for various applications software programs developed by/for the Naval Oceanographic Office in accordance with the Performance Work Statement, to be provided with the NAVOCEANO issued solicitation, for the purpose of ensuring that near-real-time oceanographic in situ and satellite data collection, data processing, data products evaluations and disseminations of products are provided to military and civilian customers and internal NAVOCEANO users. Performance will be required to be substantially at the Naval Oceanographic Office, Stennis Space Center, MS facilities. This procurement is being processed utilizing competitive procedures under FAR subpart 13.5, Test Procedures for Certain Commercial Items. Issuance of an Indefinite Delivery/Indefinite Quantity Contract, as a hybrid to include for the issuance of task orders on a firm fixed price and/or time and materials basis, on an as-needed basis, is anticipated. The period of performance is for a (1) year base plus four (1) year option periods, with an overall estimated level of effort of 13,700 hours per year, to begin upon contract award. The North American Industry Classification System (NAICS) code assigned to this acquisition is 541990 with a size standard of $7M. It is the Government's intent to award a single contract to the offeror providing the best overall value to the Government, price and other non-price factors considered. All responsible sources may submit a quote that will be considered by the Naval Oceanographic Office. Firms submitting a quote under this solicitation will be required to submit written technical and price quotes and conduct an oral presentation, as required, in accordance with the requirements of the solicitation. Large business concerns will be required to submit, with their proposal, a Small Business Sub-Contracting Plan, in accordance with FAR 52.219-9. A security clearance to the level of SECRET is required. Request for Quotation (RFQ) N62306-09-Q-7S03, anticipated to be issued o/a 20 JAN 09 and will be available to potential contractors electronically.
