SSC Pacific has the mission of rapidly developing technologies and systems for delivery to the warfighter. SSC Pacific is funded by a variety of DOD organizations to deliver systems that fill critical capability gaps within a short timeframe. To support the rapid prototyping, SSC Pacific requires custom part fabrication and finishing for projects throughout the center. The part fabrication includes machining, lathing, milling, welding, sheet metal work, laser and waterjet cutting, 3D printing, plastic fabrication, finishing and urethane casting with a variety of metals and alloys.

Acquisition planning began in August 2014. A market survey to determine small business capability was posted on SPAWAR E-Commerce Central on 24 November 2014 under reference number MKTSVY-0FA39A. After thorough review of the small business respondents' capabilities, SSC Pacific intends to solicit the requirement as a small business set-aside. Due to the nature of this requirement, contractors must be able to perform work at a contractor facility within 150 miles of SSC Pacific (53560 Hull Street, San Diego, CA 92152).

Multiple awards are anticipated. The anticipated contract type will be Firm Fixed Price, Indefinite Delivery, Indefinite Quantity with a three-year base period and two one-year option periods. Subsequent Task Orders will be issued for individual efforts. The North American Industry Classification System (NAICS) Code is 332710 and the Small Business Size Standard is 500 employees. The estimated value of the acquisition is $30M.

Potential offerors are encouraged to provide comment on the attached draft statement of work. Due to the diverse requirements, potential offerors are encouraged to create industry partnerships to fulfill all of the Government requirements that are unable to be performed inhouse. The Government intends to provide a brief industry conference in August 2015 for potential offerors to learn more about the requirement and ask questions. Further information on the industry conference will be released at a later date via amendment to this presolicitation notice.
