About this opportunity
The Department of Agriculture Agricultural Research Service seeks custom corrosion-resistant conventional poultry layer cages (BSL-3ag) for its National Poultry Research Center, with quotations due June 24, 2026 at 4:00 p.m. Central Time. This is a Total Small Business Set-Aside with a 1,500-employee size standard under NAICS code 331110.
Place of performance is Athens, Georgia. The procurement requires 60 single stackable cages or 30 double stackable cages configured in 10 columns of 3 tiers, with dimensions of 20" wide by 20" deep by 20" high at the back wall. All metal components must be stainless steel with PVC-coated flooring sloped 7–8% for egg rollout. Cages must feature 2" × 1" wire walls with spring-hinged or sliding doors, removable nipple-drinker watering systems with nipples spaced no more than 12 inches apart, and head-access feed troughs. Manure trays must be corrosion-resistant (stainless steel or HDPE acceptable) with sufficient rigidity to support up to 20 pounds without bending, twisting, or breaking. The solicitation prefers Valco or Ziggity nipple-drinker systems or commercially available equivalents with compatible, interchangeable parts.
The contractor must submit shop drawings for government approval prior to manufacturing, perform all fabrication on its own premises, and complete work within 120 days of notice to proceed. Assembly on site is required if cages ship unassembled; assembled delivery is acceptable. The contractor must provide a one-year guarantee covering defective materials and workmanship, with corrective action required within 24 hours of notification. All work must comply with ANSI, ASME, NEC, NFPA 72, OSHA, ADA, and ARS Facilities Design Standards 242.1M, along with applicable local, state, and federal codes. Contracting Officer is Amber M. Sampson; solicitation point of contact is Lynn Hults at 912-464-9723. Delivery deadline is October 31, 2026.

Questions and Answers:
Q1: The specification references an example photo related to the feed trough and head-hole configuration. Could you please provide the referenced photo or any additional images available?
A1: A document with photos of a couple of options for this is attached.
Q2:Is either configuration acceptable for award: 60 single cages, or 30 double cages?
A2: Yes, but if 60 single they must be stackable into tiers of 2 or 3 cages tall.
Q3: Please confirm whether the manure trays are required to be stainless steel and included with each tier.
A3: Manure tray must be corrosion resistant and have sufficient rigidity that it won’t bend, twist or break with up to 20lb weight. It could be stainless steel or HDPE
Q4: Is there a preferred manufacturer or model for the nipple-drinker watering system, or will commercially available equivalent systems be acceptable?
A4: Prefer Valco or Ziggity or a commercial grade system with parts compatible/interchangeable with systems from those manufacturers.
Q5: Are assembly and installation required at the USDA facility, or is delivery of the completed cage system sufficient?
A5: Assembly on site needed if they are shipped unassembled. If they are shipped assembled delivery is fine.
Q6: Are there any existing drawings, sketches, or reference photos available that would assist offerors in understanding the desired cage configuration?
A6: There is nothing exactly like what we need. We do want to require that the company submit shop drawings for approval prior to manufacturing the cage. A photo of the tier design is in the attached document.
