About this opportunity
The Air Force Research Laboratory (AFRL/PZLET) at Wright-Patterson Air Force Base has issued a Special Notice regarding a single-source purchase order for Cure 9000 software and iSTAR hardware. The notice is specifically targeting Johnson Controls in Dublin, Ohio, for a contract under NAICS Code 513210 (Software Publishers). This special notice is a formal communication of the government's intent to award a non-competitive contract directly to Johnson Controls based on the unique proprietary nature of their software and hardware systems. The procurement involves software licenses, technical labor, and various hardware components associated with the Cure 9000 system. The contract is set to cover a 12-month license period using FY25 3600 R&D funds.
Potential contractors should be aware that this is not a competitive proposal request, and the government retains full discretion in determining procurement competitiveness. Interested parties who wish to provide feedback or information must email stephen.sheets@us.af.mil no later than May 6, 2025, at 3:00 PM Eastern Time. Strict email communication guidelines are in place, including using the specific subject line "Cure 9000 software and iSTAR hardware" and limiting attachments to .docx, .xlsx, .pptx, and .vsdx file types. The government conducted extensive market research and determined that Johnson Controls is the only certified integrator capable of providing these specialized services. The single-source justification is based on the proprietary nature of the Cure 9000 software and iSTAR hardware, with no alternative vendors identified that can provide equivalent expertise or service.
