About this opportunity
The U.S. Army Corps of Engineers (USACE), Portland District has issued a Special Notice for a sole-source contract with Warm Springs Geo Visions. The notice, prepared in accordance with Federal Acquisition Regulation (FAR) 5.2, indicates the agency's intent to negotiate and award a non-competitive contract. The procurement is specifically for archaeological research and historical documentation services related to the Lower Deschutes River near The Dalles Project in Sherman County, Oregon. USACE is seeking a contractor to compile a National Register of Historic Places (NRHP) determination of eligibility for two specific sites identified as 35SH123 and 35WS357. The statutory authority for this non-competitive acquisition is outlined under 13.106-1(b)(1)(i), which allows for sole-source procurement under specific circumstances.
The primary objective of this contract is for the selected contractor to provide labor, materials, and equipment to complete a comprehensive historical evaluation. Contractors are required to submit one summary eligibility report and one 10-900 form for each property by the response due date of May 31, 2025. The period of performance is 365 days from the contract award date, and Warm Springs Geo Visions is considered the only qualified source due to their proprietary knowledge. While the contract is classified under NAICS code 541720 (Research and Development in Social Sciences and Humanities) with a size standard of $28.0 million, interested parties may submit a capability statement to the contracting officer before the notice end date. If no affirmative written responses are received by the due date, USACE will proceed with the award to Warm Springs Geo Visions without further notice. This special notice emphasizes that it is not a request for quotes but an opportunity for potential contractors to demonstrate their capabilities.
