Notice text
The Defense Information Systems Agency (DISA) Defense Information Technology Contracting Organization (DITCO) intends to negotiate one, twelve-month period of performance and one, three-month option period and increase the ceiling amount under the Indefinite Delivery Indefinite Quantity (IDIQ) Communications Technical Support Services (CTSS) II contract. Administrative responsibility has transferred to DISA/DITCO for future efforts under the predecessor CTSS-II contract, N65236-07-D-5877, which was awarded by the Department of the Navy Space and Naval Warfare Systems Center Atlantic (SPAWARSCEN Atlantic), and this action will be issued against continued contract HC1028-13-D-0014, which was issued solely for administrative purposes to support the transfer. The purpose of the extension periods and increase to the ceiling amount is to ensure continuous, uninterrupted services are provided for future task orders under the CTSS II contract as the Government re-competes the associated efforts. As a result of these changes, the CTSS II contract lifecycle period of performance end date will be changed to December 20, 2014 and the total ceiling will be changed from $524,841,921.54 to $663,318,850.33, an increase of $138,476,928.79.
The CTSS II contract (awarded under full and open competition) provides a wide variety of communications support to numerous locations across the Central Command Area of Responsibility. Communication support includes operations and maintenance support for base network administration, commercial satellite, tech control, telephone, land mobile radio, and inside and outside cable plant installations for Air Force facilities/locations in Afghanistan, as well as six other nations in Southwest Asia. The communication services support the continued development of enduring bases in Qatar, Kuwait, and the United Arab Emirates as well as providing communication services to Air Force bases in Kyrgyzstan, Oman, and Saudi Arabia. The contractor is Lockheed Martin Integrated Systems Inc./dba Lockheed Martin, 6801 Rockledge Drive, Bethesda, MD 20817-1803. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1).
