About this opportunity

The Defense Threat Reduction Agency's Cooperative Threat Reduction Africa Department has issued an Exception to Fair Opportunity (ETFO) to expand the scope and increase the value of an existing task order for the construction of the African Union Pan African Veterinary Vaccine Center Laboratory (PANVAC) in Bishoftu, Ethiopia. The modification seeks to consolidate designer of record responsibilities and facility commissioning into the existing task order HDTRA118D0005/HDTRA123F0098, which was awarded on September 26, 2025, though the vendor name and award amount are not disclosed in the notice. PANVAC will serve as a continent-wide veterinary reference laboratory located on the National Veterinary Institute campus and will strengthen biosafety and security capabilities for handling biothreat pathogens and vaccine seed stocks, including Rinderpest. The justification allows DTRA to sole-source this expansion to the existing contractor rather than compete the additional work separately, presumably to maintain continuity and efficiency in the laboratory construction project. The notice falls under the construction of laboratories and clinics product service code and professional, scientific, and technical services NAICS category.

Notice text

The Defense Threat Reduction Agency’s (DTRA) Cooperative Threat Reduction Africa Department (CT-AF) has approved this exception to fair opportunity (ETFO) to expand the scope and thereby increase the value of task order HDTRA118D0005/HDTRA123F0098, for the construction of the African Union (AU) Pan African Veterinary Vaccine Center Laboratory (PANVAC). PANVAC will be a continent-wide veterinary reference laboratory located on the campus of the National Veterinary Institute (NVI) in Bishoftu, Ethiopia and would consolidate laboratory operations and strengthen the facility’s biosafety and security (BS&S) for safe and secure handling and storage of biothreat pathogens and vaccine seed stocks, including Rinderpest. For this proposed modification, CT-AF seeks to include and consolidate designer of record responsibilities and facility commissioning into the scope of the existing task order.

Awarded contract HDTRA118D0005 to unknown vendor for unknown amount on 2025-09-26.
