About this opportunity

The Department of Health and Human Services Indian Health Service has issued a Special Notice of Intent to Award a Sole Source Contract for wired telecommunication and high-speed internet services at the Crow/Northern Cheyenne Hospital in the Billings Area. The notice specifically identifies Nemont Telephone Cooperative as the intended sole source contractor under Federal Acquisition Regulation (FAR) Part 6.302-1, which allows for contract awards when only one responsible source can satisfy agency requirements. The opportunity falls under the Wired Telecommunications Carriers NAICS code 517311 and is specifically focused on providing local and long-distance wired telecommunication services. Nemont has been selected due to its existing infrastructure and status as the only service provider in the area.

Contractors interested in challenging this sole source award may submit a statement of capabilities demonstrating why competitive bidding would be advantageous to the government. Any capability statements must be submitted via email to Brittany.bends@ihs.gov as a Microsoft Word or Adobe PDF attachment by February 25, 2025. The notice emphasizes that this is not a competitive solicitation, and any costs associated with preparing and submitting response documentation will be entirely at the respondent's expense. The 8(a) Sole Source designation suggests potential preferential consideration for small businesses, particularly those owned by socially and economically disadvantaged individuals. Telephone requests or offers will not be considered, and interested parties must provide clear and convincing evidence in their written submission to potentially contest the sole source award.
