About this opportunity

The Department of the Army Materiel Command Contracting Command Redstone Arsenal (ACC-RSA) is seeking industry input on counter surveillance and reconnaissance (CSR) capabilities against space-based threats through a Request for Information (RFI). This pre-solicitation notice targets advanced technological capabilities in satellite telecommunications, specifically focusing on defense-oriented CSR solutions. Potential vendors must meet rigorous qualification criteria, including demonstrable experience developing CSR capabilities against space targets and maintaining a team with Top Secret/SCI security clearances. Participating companies must also possess Sensitive Compartmented Information Facilities that meet specific security standards. Response submissions are due by March 6, 2025, at 1600 Central Standard Time, with options to submit via NIPRnet and JWICS emails or through CD courier delivery to ACC-RSA.

The solicitation is not set aside for any specific business category and represents Phase I of a multi-phase market research process. No immediate contract award is anticipated from this RFI, which serves primarily to gather industry insights and assess market capabilities. Interested companies must provide comprehensive documentation including CAGE/DUNS numbers, point of contact details, business size status, and accounting system certifications. The NAICS code for this opportunity is 517410 (Satellite Telecommunications), suggesting a specialized technical market segment. While specific award values are not disclosed, the comprehensive security and technical requirements indicate this is likely a high-value, complex defense procurement targeting advanced space-based surveillance and reconnaissance technologies.

Notice text

This is a Request for Information (RFI) for Program Executive Office Intelligence, Electronic Warfare & Sensors (PEO IEW&S) to gain additional information from industry in regard to counter surveillance and reconnaissance (CSR) capabilities against space-based threats. The Government recognizes that some vendors may not currently have JWICS access. As an alternative to JWICS, vendors may respond via compact disk (CD) courier-delivered to ACC-RSA.
