About this opportunity
The Naval Medical Research Command issued a justification for other than full and open competition on May 27, 2026, with a capability statement submission deadline of June 1, 2026, for a one-year cryopreservation and maintenance contract for nine humanized mouse strains; the notice announces NMRC's intent to sole-source the work to Charles River Laboratories in Wilmington, Delaware. NMRC's Agile Vaccine and Therapeutics Department Humanized Mouse Core laboratory requires ongoing cryopreservation of mouse embryos produced at NMRC to support research in medical countermeasures for infectious diseases and warfighter readiness. The contract is budgeted at $3,346.20 for Fiscal Year 2026 and will be procured as a commercial item under FAR Part 12. The justification cites 10 U.S.C. 2304(c)(1) and FAR 13.106-1(b)(1), establishing that Charles River Laboratories is the sole viable contractor because it already maintains the frozen embryo lines on-site; relocating the strains would incur substantial additional costs and risks. Although this notice is not a request for competitive proposals, NMRC will consider capability statements from interested parties submitted by June 1, 2026. All contractors must register with SAM.gov and obtain a Unique Entity Identification Number prior to award. Technical questions should be directed to Dr. Sofia Casares (sofia.a.casares.civ@health.mil); contracting inquiries may be addressed to usn.detrick.nmrc.mbx.mmd-contracts@health.mil.
