About this opportunity
The Department of the Army's Product Manager Robotic and Autonomous Systems (PdM RAS) is conducting a Sources Sought Notice to identify vendors capable of providing software sustainment for the Common Robotic System (Individual) (CRS(I)). The primary objectives include developing software to address obsolescence, supporting system updates, and providing field service representative support for government testing. Vendors must demonstrate capabilities in software development, security updates, defect resolution, and technical manual modifications. The market research will help determine whether the subsequent solicitation will be a small business set-aside or an unrestricted full and open competition. Interested parties must submit a ten-page capability statement by January 6, 2025, at 1:00 PM EST to katherine.d.klein2.civ@army.mil, with responses used to facilitate the government's decision-making process.
The pre-solicitation notice does not specify a current set-aside, with Foster-Miller, Inc dba QinetiQ North America identified as the Original Equipment Manufacturer (OEM). The potential contract could be a Firm-Fixed Price (FFP) agreement with a performance period of up to ten years from the award date. Vendors are encouraged to be registered in the System for Award Management (SAM.gov) and must provide details about their business type, which can include Large Business, Small Business, HUBZone, Service Disabled Veteran Owned Small Business, Woman Owned Small Business, 8(a) Business Development Program, Small Disadvantaged Business, or Veteran Owned Small Business. The government will evaluate submissions based on companies' capabilities to provide software sustainment, prior contract experience, and ability to support the entire range of robotic system requirements. Respondents should note that no feedback will be provided on submissions, and the government assumes no financial responsibility for information provided.

The information received will be used by the Government to facilitate the decision-making process and, if a solicitation is issued subsequent to this notice, information received from respondents will aid in the decision of whether to issue a solicitation as a competitive set-aside for qualified Small Businesses, Vendors with General Services Administration (GSA) Schedules, or whether to issue a solicitation as an unrestricted full and open competition. The Government assumes no financial responsibility for cost incurred with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal (RFP) and is not to be construed as a commitment by the Government for any purpose other than market research.
