About this opportunity

The United States Army Contracting Command - New Jersey, on behalf of the Combat Capabilities Development Command - Armaments Center (DEVCOM AC), intends to procure Wind River VxWorks versions 6.9 and 7.0 software licenses along with software maintenance support services. This procurement is being conducted as a brand name restricted purchase, limited to two authorized resellers: USI Electronics (a division of Avnet Inc.) and Wildflower International, Ltd. The government requires these licenses to maintain organic support capability for remote weapons technology systems, with the procurement justified under FAR 13.106-1(b)(1) due to sole source availability and exclusive licensing agreements with Wind River Systems, the sole developer of VxWorks. The limitation of competition is justified based on the proprietary nature of the software and the unacceptable duplication costs, schedule delays, and technical integration risks that would result from pursuing alternative solutions. The pre-solicitation notice was posted on April 8, 2026, with a deadline of April 23, 2026 for questions or further information directed to Mr. Stevenson J. Vilus at stevenson.j.vilus.civ@army.mil.

This procurement includes no set-aside designations and is structured as a 12-month Firm Fixed Price purchase order, representing a continuation of similar procurements previously awarded in 2020, 2021, 2022, 2024, and 2025. Market research conducted from November 2021 through December 2025 confirmed Wind River Systems as the only available source, with authorization restricted to the two named resellers operating under U.S. Government contracts. The contract covers the period January 2026 through December 2026 and falls below the Simplified Acquisition Threshold (SAT), allowing for the brand name restriction under federal acquisition regulations. While specific budget values are not disclosed in the pre-solicitation notice, the procurement qualifies as a brand name restriction over $25,000 and will require redaction and posting of the justification per FAR requirements. The solicitation is categorized under NAICS 513210 (Software Publishers) and PSC DA10 (IT and Telecom - Business Application/Application Development Software as a Service).

Notice text

The United States Army Contracting Command – New Jersey, on behalf of the Combat Capabilities Development Command – Armaments Center (DEVCOM AC), hereby announces its intent to solicit a 12-month Firm Fixed Price (FFP) purchase order for Wind River VxWorks versions 6.9 and 7.0 Software Licenses and Software Maintenance Support. This procurement will be competed exclusively between two authorized resellers operating under U.S. Government contracts: USI Electronics (a division of Avnet Inc.) and Wildflower International, LTD.

This procurement action includes a brand name restriction. The limitation of competition is justified in accordance with FAR 13.106-1(b)(1), which permits such restrictions for purchases not exceeding the Simplified Acquisition Threshold (SAT) due to factors including sole source availability, urgency, exclusive licensing agreements, brand names, or industrial mobilization requirements. A redacted copy of the justification is attached for reference.

Please note, this notice of intent does not constitute a solicitation or request for competitive proposals. For any questions or further information, please contact Mr. Stevenson J. Vilus at stevenson.j.vilus.civ@army.mil.
