About this opportunity

The United States Marine Corps is conducting market research through a Request for Information to identify qualified vendors capable of delivering Critical Response Training services, with emphasis on active shooter response and Close Quarter Battle (CQB) tactics. This pre-solicitation notice is issued for planning and capability assessment purposes only and does not constitute a formal solicitation or commitment from the agency. Vendors must demonstrate experience providing similar training to military or law enforcement units and should be prepared to support training for 120-150 Marines over three consecutive days with at least 24 hours of combined classroom and practical instruction. Key requirements include maintaining a minimum instructor-to-student ratio of 1:20 and providing comprehensive instruction on active shooter response in various environments, tactical formations, breaching, and combat lifesaving. Interested businesses must submit company information, relevant experience summaries, instructor qualifications and staffing plans, training curriculum and safety protocols, estimated costs, and any value-added services by the February 16, 2026 deadline. Evaluation criteria have not been explicitly detailed in this market research phase, as the RFI is designed to gather information about vendor capabilities and pricing before a formal solicitation is developed.

This opportunity is designated as a Total Small Business set-aside, restricting competition to qualified small business concerns. No incumbent contractors or current award values are identified in this pre-solicitation notice. While estimated cost ranges or pricing structure information is requested from vendors, no specific budget allocation or award value has been disclosed by the Marine Corps at this stage. The training requirement encompasses 120-150 Marine students to be trained over a concentrated three-day period, with vendors expected to propose curriculum and staffing plans that accommodate this participant volume while adhering to the 1:20 instructor-to-student ratio requirement. This RFI represents an early-stage market research phase, and interested small businesses should prepare comprehensive responses demonstrating relevant military or law enforcement training experience and capability to execute the specified critical response training requirements.
