About this opportunity
The U.S. Geological Survey intends to award a sole source, firm fixed-price purchase order to Benchmark Mineral Intelligence Limited of London, England for critical minerals subscription services supporting the National Minerals Info Center in Reston, Virginia. This is not a competitive solicitation but rather a notice of intent to make a non-competitive award under FAR 6.302-1 authority, as Benchmark is identified as the only source capable of providing the required specialized data and analysis services. The contractor must provide uniquely developed data through direct industry contacts, certified price discovery methods, analyst research, and proprietary modeling techniques, with specific expertise in mine-level visibility, flake size ratios, synthetic graphite forecasts, and feedstock tracking for graphite, as well as comprehensive nickel market analysis including ore type visibility and mine-to-refinery flow mapping. Interested parties may submit capability statements via email to Jenna Dunning at jmdunning@usgs.gov by 4:00 PM ET on September 15, 2025, though this is purely informational since no competitive solicitation exists. The anticipated contract award date is September 17, 2025, and vendors must be registered in the System for Award Management (SAM) to be eligible.
This procurement does not utilize any set-aside designation and falls under NAICS code 513120 (Periodical Publishers) with a size standard of 1,000 employees. Benchmark Mineral Intelligence Limited appears to be the incumbent or preferred contractor based on their unique market position and proprietary capabilities that cannot be replicated by other providers. The base contract period spans one year from September 25, 2025, to September 24, 2026, with one additional option year available for extension. No specific contract value or budget range has been disclosed in this pre-solicitation notice. The procurement is classified under PSC code 7630 for Newspapers and Periodicals, reflecting the subscription-based nature of the services being acquired. The highly specialized nature of the required critical minerals data and analysis services justifies the sole source approach, as no other company reportedly offers the comprehensive combination of capabilities that Benchmark provides.
