Update #1 ·

The U.S. Army RDECOM Contracting Center, Aberdeen Installation Contracting Division, Aberdeen Proving Ground, MD, 21005, intends to initiate a procurement for critical area environmental services at Aberdeen Proving Ground, Maryland. This announcement constitutes an official presolicitation notice. The applicable NAICS code is 115310 with a size standard of $7.0 million.

The acquisition will be a best-value negotiated procurement performed using FAR Part 15 procedures. Proposals will be reviewed for completeness in satisfying the requirements of the Request for Proposal. It is intended that proposals will be evaluated on their merit based on the following factors: Technical, Management and Past Performance, and Price. The final selection decision will be a best value tradeoff between Technical, Management and Past Performance, and Price. This may result in an award to a higher rated and higher priced Offeror, where the decision is consistent with the evaluation factors and criteria outlined in the solicitation. The Technical and Management and Past Performance factors are of equal importance. When combined, they are slightly more important than price.

The intent is to award a single requirements-type contract for a base and four one-year option periods. The Maryland Coastal Zone Management Program requires APG to evaluate construction activities and determine critical area impacts. This evaluation is complied and submitted to MD Critical Area Commission. Their evaluation may require APG to mitigate the impact by planting trees.

Additionally, provisions of the state of Marylands forest conservation regulations have been incorporated into the MDCZMP. For actions impacting forested lands on APG, forest stand delineation plans (FSDPs) and forest conservation plans (FCPs) are required for those actions. Forest management and conservation efforts on APG may also require forest inventories, reforestation/forest management and enhancement plans, as well as site preparation through old growth forest management execution.

The Government may award a contract on the basis of initial proposals received without discussions; therefore each proposal should contain the offerors best terms. The Government reserves the right to conduct discussions.

To be eligible for contract award, offerors must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR website at http://www.ccr.gov. Contractors must also submit their representations and certifications at the online Representations and Certifications Applications (ORCA) website at https://orca.bpn.gov.

RFP No. W91ZLK-10-R-0011 will be available on or about 25 March 2010 and proposals will likely be due 30 days from issuance of the RFP. The official media of distribution of the RFP is the web. Hard copies will not be available.

This procurement will be a small business set-aside.
