About this opportunity
The National Center for Advancing Translational Sciences (NCATS) at the National Institutes of Health (NIH) intends to award a non-competitive contract to TVAR Solutions LLC for an annual subscription to Cresset CADD software. The required software includes Flare Free Energy Perturbation (FEP), Cresset Engine Broker, and Flare Pro+. This proprietary software is needed to support NCATS' early drug discovery research using computer-aided design solutions, specifically the patented field technology that uses biological activity as the key descriptor of molecules. The subscription will be for a 1-year term with up to a 10-GPU license, with delivery expected within 4 weeks of award. While this is a non-competitive procurement, interested parties may submit capability statements by the June 4, 2024 deadline.
This procurement is not set-aside for any specific business size or socioeconomic category. TVAR Solutions LLC is the sole authorized reseller of the Cresset CADD software. The total contract value was not provided, but the procurement is classified under NAICS code 513210 (Software Publishers) with a size standard of $47 million. The award will be made under the simplified acquisition procedures of FAR Part 13.
Notice text
PRE-SOLICITATION NOTICE OF INTENT
NON-COMPETITIVE
INTRODUCTION
PURSUANT TO FAR Subpart 5.2—Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION.
THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).
The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA) at the National Insitutes of Health (NIH) on behalf of the National Center for Advancing Translational Sciences (NCATS) intends to negotiate and award a purchase order for subscription of Cresset CADD software: Flare™ Free Energy Perturbation Flare FEP, Cresset Engine Broker, Flare Pro+ to: TVAR SOLUTIONS LLC, 1320 Old Chain Bridge Road, Suite 240, McLean, VA 2210.
The Flare Designer software is a proprietary product offered only by Cresset BioMolecular Discovery Ltd. Only Flare Designer software offers and meets all these features needed for NCATS, specifically their patented field technology which uses biological activity rather than chemical similarity as the key descriptor of molecules, to show how compounds interact with protein targets. This is the only modeling software that uses field technology and is needed for the daily work flow at NCATS. Since NCATS already has licensing agreement with Cresset for 2 other programs namely FORGE and SPARK, and it is important to license FLARE as an important add in feature for the current workflow. While Cresset is the manufacturer of the software license, they don't directly sell to consumers. Instead, the sole authorized reseller is TVAR Solutions LLC.
